As far as Starrett goes though, I lean towards you being more incorrect than correct. Starrett has their products made in several countries as do Mitutoyo and as good as all others.

The difference in quality isn't in the "batches" but in how much attention is focussed on QC and price. Those that have made things for a Japanese company will know what I mean. Most Japanese companies don't mind paying a bit more but then the quality had better be damned good. Defects or inferior quality parts are promptly rejected. Sadly this is not so much the case with other countries and companies. When companies "go overseas" outsourcing then as far as I know it's never been about having better products made but as good as always about getting a lower price and getting more profit.

I know two companies close to me that outsourced almost their entire production and not only sold their machines but fired the machinists. It took both less than 2 years before they bitterly regretted outsourcing but it'll take a hell of a lot longer until they are back where they were. Just my opinion but there is way too much focus put on price and profit in the USA nowadays and not enough on "workmanship". I've never been in a country that has as many "yard sales" as in the USA. I have many friends who work in the Athol plant. What I can tell you is they absolutely DO manufacture much, but not all of the metrology equipment there. The "Global Series" are definitely all made overseas. As a company, Starrett has had a "mixed bag" of management and some truly horrid IT issues that cost them dearly.

Right now they are doing fairly well - most workers are even getting some OT. Their management has managed to keep a quality local workforce where it is not uncommon to have several generations of family members.
