My PS3 was connected wirelessly to my network. The base station was in my office, at the other end of the house. I would get abysmally low bandwidth when streaming internally or from the internet. My solution was to move my base station into the entertainment center and connect the PS3 to it via ethernet. Ever since, I've not noticed any bandwidth problems. Everything downloads lickity-split. Try this simple fix Go to "network settings", go to the bottom of the list where it says "media server connection" and disable it.
Now run a test. My speeds when from around 1mg down to 9. PS3 is flakey. I have a slim model now, but i also had one of the launch PS3s until it yellow lighted on me. Previously i was getting great speeds but now not so much. So i set up a client bridge using the WRT54G and voila my speeds were 10x faster than using the PS3 wireless connection, even though it was still wireless, having the PS3 plugged into a secondary router using it as a wifi adapter seriously took it from about 0.
You may wonder why i did it this way, well not only did i plug the PS3 in wired, i also plugged my xbox and Panasonic Viera Cast TV all to the secondary router while the primary router was in the office connected to the desktop and a network share HDD.
However my PS3 is only getting 2. Oddly the PS3 is getting consistent 4. Still a far cry from the low end 11 that my wireless PCs get. It's an issue that only affects its internet browser. In the end I believe recsetting my adapters helped but the point to all this is one PS3 was extremely slow. Video was unwatchable when before it was fine. In all my trouble the one PS3 seemed to lose it's network settings. After setting up I realized after many hour that I simply entered information incorrectly. After comparing setups I changed the one to same as the other with the exception of the IP. I think it depends on what you are downloading, from whom and where is your location.
And how many people are DLing it at the moment. There has to be, since my internet is fast, and can download things super fast on my laptop, wireless. But my wired PS3 connection, slow as molasses, usually. A few trolls on this site were trolling me and saying it was my internet. I'm convinced Sony have a cap on download speed. I think the traffic with the network comes into play and how well the network handles the traffic or how the traffic is between your isp and their network I had an 8gb game take around 6 hours Depends on a number of factors but I'm convinced proximity to servers is the biggest one. Takes me about 1 hour to download and install a 6 gig game. My Internet is nothing special.
It is as fast as a PC download? No it isn't for me. But it is nowhere near the slow numbers most people post in relation to the other things in their house.

Next most important thing, if you are indeed using wireless, is to consider what your wireless router device can put out in your home. This depends on the model of the router and the bandwidth you pay for from your ISP. If you have that information, on top of how far your PS3 is from the device, it could just about tell you why your PS3 is measuring its connectivity results as you are seeing.
In any case, I recommend an ethernet cord be used with PS3. Those speeds are when I use tethering port mobile data link on my phone which is 4g. Also I get the same results if I take it to my mums I used ethetnet cable with modem at hers yet when dl games it still only went up 1mb per second I.
I don't k ow my mums Internet speed but it cheapest going as she really just uses it to watch Netflix.
